Background of the Project:
To foster awareness, partnerships, and collaboration at the local, state, and national levels in developing HIT standards for public health laboratory (PH-Lab) information exchanges with clinical EHR-Ss and public health surveillance systems; and to enable the integration of laboratory information systems to meet the health data needs of public and private organizations, agencies, and individuals, the PHDSC and the Associational of Public Health Laboratories (APHL) will continue working with the standards development organizations - Health Level Seven (HL7) and Integrating the Healthcare Enterprise (IHE) - to develop base and interoperability health information technology (HIT) standards and their testing methods and tools.

Goals of the Project:
The goal of the 2nd year of this 3-year project is to enable real-time electronic information communication between laboratories, public health agencies and clinicians by operationalizing the HIT standards that already exist for laboratory information. "Operationalize" HIT standards means to represent PHLs interests in various HIT Standards Harmonization phases (phases 1-6 listed below) by participating in various standardization entities to assure that their products meet PHL needs. HIT standardization phases include:

  1. identifying of need and priorities for HIT standards for PH-Lab data exchanges;
  2. developing of the PH-Lab HIT standards;
  3. harmonizing of existing standards related to PH-Lab data exchanges;
  4. developing methods and tools for testing these standards;
  5. developing certification criteria and contributing into establishing a certification process for standards-based HIT products for PH-Lab to public health;
  6. providing assistance for public health agencies in deployment of PH-Lab standards.

Objectives of the Project:

  1. Facilitate achieving national consensus on a strategy for harmonization PH-Lab HIT standards and incorporate the PH-Lab reporting component into on-going HIT standardization activities at HL7, IHE and PHIN
  2. Facilitate development of HIT standards for electronic laboratory reporting and notification
  3. Collaborate with national testing entities and certification bodies (i.e., NIST, CCHIT, PHIN) on inclusion of developed standards into PH-Lab testing and certification process.
  4. Provide the public health community with information about HIT standardization for PH-Lab data exchanges
  5. Develop a Liaisonship Model for Representing APHL Community in HIT Standardization Process.
  6. Improve electronic detection of nationally notifiable diseases through codification of clinical criteria and their harmonization with laboratory criteria codes.
  7. Conduct analysis of the national activities that are focused on the codification of clinical and public health data that CDC, PHDSC, and CSTE may partner with for the maintenance of the case definition codes.
